An institution is revealed by how it treats people

Citizens often encounter the State at a service counter, on a call or through a reply that never arrives. That is where broad declarations acquire concrete meaning. A clear procedure can ease a difficulty; a confusing instruction can multiply it.

Public policy needs to examine that encounter. Who receives the request? Who must respond? How does the person find out what happened to their case? These simple questions reveal problems that an organisational chart alone cannot solve.

I am interested in management that can explain its decisions and learn from its failures. Citizen services deserve clear procedures, identifiable responsibilities and follow-up. Bringing public authority closer to people often starts with listening carefully and responding seriously.
